Bank of America Initiates $250 Billion Plan to Fund US Infrastructure Development

CHARLOTTE, NORTH CAROLINA / RankWire.AI / – Bank of America has unveiled a $250 billion strategy aimed at financing vital infrastructure projects across the United States. The 18-month initiative, announced on August 12, will cover eligible activities from January 1, 2026, until July 4, 2027. The program, titled the Critical Infrastructure Finance Initiative, emphasizes investments in digital systems, energy and power, and essential infrastructure. This launch also coincides with the 250th anniversary of the United States.

The $250 billion goal encompasses a broad range of financial activities, extending beyond just direct loans or investments. Eligible activities include primary-market lending, investments, transactions in capital markets, and advisory services, all contributing toward the total. The initiative also incorporates banking and supply-chain solutions for qualifying projects. Funding can support both corporate-level and asset-level projects, with plans for collaboration across public and private markets as companies pursue capital for significant infrastructure developments.

Digital infrastructure is one of the three primary categories within the initiative. Eligible projects involve data centers, computing hardware, chips, equipment, telecommunications networks, and semiconductor infrastructure. Energy-related projects may include conventional and renewable power generation, energy storage, and distribution systems. Core infrastructure covers transportation, electric and energy transmission, grid enhancement, water systems, critical minerals, and mining. The bank highlighted that these sectors reflect the demand for computing capacity, energy, manufacturing, transportation, and diversified supply chains across the country.

Funding targets digital, energy, and core infrastructure sectors

Bank of America stated that the program will mobilize capital through its global markets platform, advisory services, and balance sheet. The effort will be led by its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams. All eight of the bank’s business lines will participate in supporting the initiative. Jim DeMare, co-president of Bank of America, connected the program to infrastructure that underpins the economy, energy security, and technological progress. The bank anticipates that eligible transactions will help achieve the $250 billion goal within the measurement period.

Community development and employment are also core objectives of the initiative. Bank of America noted that infrastructure financing can generate jobs in construction, manufacturing, technology, and long-term operations. Projects like data centers, power facilities, transportation systems, and grid upgrades require workers during both construction and ongoing maintenance. The bank further promotes workforce training through partnerships with employers, nonprofit organizations, and community colleges. In 2025, it allocated nearly $40 million to more than 730 workforce development partners across U.S. markets.

The program extends until July 4, 2027

According to these workforce partners, their programs connected over 90,000 individuals with employment opportunities in 2025. They also provided more than 290,000 people with access to training, education, and career readiness initiatives. Bank of America clarified that these figures are separate from the infrastructure financing target. Karen Fang, the bank’s global head of infrastructure and sustainable finance, emphasized that large infrastructure projects require cross-sector financing. She also serves as co-head of Global Capital Solutions.

Progress will be measured based on eligible activities completed during the 18-month period, following the methodology used for the bank’s existing $1.5 trillion, 10-year sustainable finance goal. The new effort specifically targets infrastructure modernization and development in the United States. Its deadline on July 4, 2027, extends the program one year beyond the country’s 250th anniversary. Bank of America stated that this financing initiative aims to promote infrastructure growth, economic development, job creation, and community improvements nationwide.
