US Allocates Over $150 Million to Support Pacific Islands Initiatives through State Department

KOROR, PALAU / RankWire.AI / – On September 1, the United States revealed a commitment of more than $150 million to assist Pacific Island nations, encompassing projects in energy, infrastructure, digital systems, and maritime security. Deputy Secretary of State Christopher Landau introduced this package at the Pacific Islands Forum Partners Dialogue held in Palau. The announcement integrates planned funding, technical support, and feasibility assessments across various island economies. According to the State Department, these programs aim to enhance energy stability, transportation, communication, economic growth, and law enforcement capabilities.

US unveils $150 million-plus Pacific Islands support
US support package directs more than $150 million toward Pacific Island programs.

The most prominent component of the initiative is a $60 million Regional Energy Security Initiative dedicated to Pacific Island nations. The State Department indicated its intention to allocate these funds in collaboration with Congress. The program is designed to boost fuel storage capacity and adopt measures to improve the resilience of electricity grids. U.S. officials noted that this funding responds to energy supply challenges facing countries across the Pacific region. This initiative constitutes a significant portion of the overall support package announced during the regional gathering.

Tonga will benefit from separate assistance for a feasibility study focused on fuel infrastructure, led by the U.S. Trade and Development Agency, or USTDA. Agency records show a grant of $1,420,872 to Pacific Energy South West Pacific Limited for this purpose. The study will evaluate port upgrades, pipelines, fuel storage facilities, and modifications to Tonga’s fuel pricing system. The goal is to increase national fuel reserves from around 15 days to approximately 60 days of supply.

Energy funding emphasizes fuel storage and Tonga’s infrastructure development

The broader package also features a significant port upgrade project on Penrhyn in the northern Cook Islands. The State Department, working alongside Congress, plans to contribute $50 million, while New Zealand intends to provide NZ$17.5 million. New Zealand will oversee the project’s implementation in partnership with the Cook Islands and the United States. The initiative aims to improve port safety, transport access, cargo handling efficiency, and connectivity to essential services for the remote atoll. This port development was announced simultaneously with the wider Pacific aid package in Palau.

USTDA also revealed plans for digital and transportation projects in Tonga, Palau, and the Marshall Islands. In Tonga, the agency will support a feasibility study aimed at modernizing the national data center and network. The Marshall Islands will see technical assistance for its mobile network, ports in Majuro and Ebeye, and Amata Kabua International Airport. Palau is set to receive feasibility support for relocating Belau National Hospital. These initiatives encompass communication infrastructure, transport, and public facilities across various Pacific Island jurisdictions.

Maritime law enforcement and digital development initiatives expand regional aid

Another facet of the U.S. aid involves maritime security and law enforcement cooperation. The State Department plans to allocate $17 million, pending congressional approval, to combat illegal, unreported, and unregulated fishing. The program includes legal reforms, compliance training, and technological tools to monitor maritime activity. Additionally, the United States and Palau will jointly chair a new conference of Pacific police ministers, focusing on maritime security, drug trafficking, cybercrime, and illicit financial flows.

The support package also encompasses cloud technology initiatives for Pacific governments and projects for seabed mapping and analysis. U.S. environmental officials intend to carry out a drinking water sampling program in Palau, which will include training for local operators and laboratory staff. These efforts are part of the broader U.S. commitment to invest over $150 million, as announced by Christopher Landau. Some components await congressional approval, while USTDA has already approved or funded multiple feasibility studies and technical projects across the Pacific Islands.
