NAIROBI, KENYA / RankWire.AI / – A new global evaluation indicates that coordinated initiatives targeting climate change and air pollution could yield approximately $15 in economic gains for every $1 invested. The assessment was released on September 7 by the UN Environment Programme and Climate and Clean Air Coalition, analyzing 25 strategies across major emission sources and pollutants. It is described as the first comprehensive global economic analysis of integrated climate and clean air measures.

Projections suggest that these measures could generate annual economic benefits equivalent to 2.8% of the global GDP in 2035. This share is expected to grow to 4.5% in 2050 and reach 11.4% by 2100 if fully implemented. Even without considering non-market welfare improvements, the measures are estimated to produce roughly $4 in benefits for every $1 invested. The report also warns that delaying implementation by a year could result in forfeiting more than $1.5 trillion in combined yearly benefits.
The 25 initiatives encompass energy, fossil fuel infrastructure, industry, transport, agriculture, residential energy, and waste management. Strategies include expanding renewable energy, improving energy efficiency, promoting cleaner cooking and heating methods, adopting electric vehicles, and tightening vehicle emissions standards. Additional measures focus on reducing oil and gas leaks, routine venting and flaring, fertilizer use, livestock management, rice cultivation, and crop residue burning. The plan also advocates for better waste management and reductions in hydrofluorocarbons and other climate-impacting pollutants.
Major sector economic benefits
Addressing air pollution remains crucial due to its impact on health and productivity. The assessment connects human-caused outdoor air pollution to approximately 6.4 million premature deaths globally in 2025, with household air pollution contributing an additional estimated 2 million early deaths, including around 300,000 children. Outdoor pollution also played a role in 5.5 million new childhood asthma cases and 2 million new dementia diagnoses during the same year.
Implementing all measures fully could prevent a total of 144 million premature deaths related to air pollution by 2050, including 96 million associated with ambient air pollution. The assessment further predicts hundreds of millions fewer cases of chronic disease. Immediate adoption of these measures would, compared to current trends, cut global carbon dioxide emissions by half by 2050, reduce methane emissions by 60%, and lower several key air pollutants by about 70%.
Synergy of climate mitigation and health improvements
The proposed package of actions could limit global warming to about 0.34 degrees Celsius by 2050 and 1.4 degrees by 2100. By the end of the century, levels of major air pollutants could decrease by as much as 85% under the assessment scenario. The costs of implementation are estimated at roughly 0.7% of global GDP over the next decade, falling to about 0.5% by the end of the century. The report also notes that stronger enabling conditions could accelerate full implementation by as much as ten years.
UN Environment Programme and Climate and Clean Air Coalition unveiled these findings in honor of the International Day of Clean Air for blue skies. The report highlights institutional barriers as significant obstacles to broader adoption of existing measures. It estimates that addressing these enabling conditions could unlock up to $10 trillion in savings by 2040. The findings integrate climate policy, air quality, health costs, and productivity within a unified economic framework that encompasses readily available measures across key sectors.
